This is the story of Dr. Jaqob, the director of HR at the 9,000-member Ministry of Agriculture in Kabul. Following the war, his office is in shambles, unable to help millions of Afghan farmers. Despite 10 years of traditional international aid, not much has changed. That is, until a novel USDA program named CBCMP (Capacity Building and Change Management) proves uniquely effective.
